- Residency Requirements for the IC&RC Exams:
The IC&RC exam is the comprehensive exam that incorporates the requirements of the written and oral exam which meets the testing requirements for the LADC license. This is the exam that is offered by Minnesota Certification Board, Inc. (MCB).
Clarifications were made at the spring International Certification & Reciprocity Consortium (IC&RC) as to where a person can test. We have now received the final verbiage. The IC&RC is the “owner” of the exam. To assure that applicants/students are receiving the correct information and consistent information, we are passing the information to you as the clarification does change what some have been relaying to their students. The IC&RC has a residency rule called “the 51% rule” on where a person can apply to take the exam and/or certification.
Per IC&RC:
To be certified and/or TO TAKE THE EXAM the applicant must live or work at least 51% of the time in the certification board jurisdiction (state, tribe, foreign country, providence etc.). The exception to this rule is when an individual lives or works in a jurisdiction that does not offer the IC&RC’s exam in the jurisdiction of the individual or by agreement between certification boards. Certification boards should test individuals outside of their jurisdiction only when the individual is within the certification board’s general geographic region AND once the certification board has verified with the IC&RC that the IC&RC’s exam is not available in the individual’s jurisdiction.
Simplified, if a person lives in Minnesota and/or works in Minnesota 51% of the time they would be able to take the IC&RC exam that is also accepted towards LADC licensing, through the Minnesota Certification Board, Inc. (MCB). For an individual who lives /or works in Minnesota at least 51% of the time to apply and take the exam through a different agency would require MCB agreeing to have the individual tested by a different IC&RC certification board, prior to taking the exam.
If you have any questions or comments, we look forward to hearing from you.
